Different people, some of the books are the same story told from different points of view.
Man was commanded to write the Bible as God dictates. But then again that's what it says in the Bible, so you raise a good point.
If you're wondering about the English versions, those are just translations.

I always thought it was a bunch of stories were written separately, by many different people, that the book was not meant to be one, and eventually someone connected them all in a single book.
A lot of people.
Also, it was written a LONG time ago, so don't expect a lot of realistic things in there.
The Torah and The Bible have a decent amount of chapters that are the same. The Torah is a bit interesting in that it was a collaboration of two Jewish tribes both telling their version, this is why there are two pretty different versions on Genesis. The Bible keeps it as one version though.
It's a compilation of all the most popular bedtime stories of the time.

John, Matthew, Mark, and Luke are all in the same time area, but some recognize events that the others do not. Also, each one has its own "audience" that it was written to appeal to, ie romans, jews, etc.
