The steam commands "-w and -sw) don't work, and I'm running windows 7 so there is no start windowed option in properties.

What about just windowed?
are there graphic settings in the game?
if not then go to the file and you can click properties -> compatibility settings, there should be some changes you can make in there.
Isn't Alt+Enter pretty much the universal shortcut for toggle fullscreen/windowed mode? Try that when in game
