Certain windows stretched and don't show text

Just reinstalled windows
Whenever I open an installer, the window is stretched larger than my res and the text is not there.
It also happened when I opened ventrilo setup.

Possibly something to do with the custom theme?

It was like that before I applied the theme, I thought it would fix itself after I restarted my pc
