How do I disable upscaling on my MONITOR, not just the GPU?

My monitor (HP L1706 LCD) upscales video automatically, and when I play widescreen games or older games that don't support my resolution (like FEAR for example), it upscales the image to fill the screen instead of giving me letterboxes on the sides. I turned off GPU scaling in ATI Catalyst Control Center using a tool (see below), but does anyone know how I can change it for my monitor itself?
EDIT: I'm changing my question. In CCC there is no option to enable or disable GPU scaling.

It's not greyed out. It's not even there. There IS no 'adjustments' tab. I can't turn it off without using the tool that I'm not sure works. What can I do?
Change the aspect ratio
What resolution do you have? Most games usually support all resolutions. Do you have the latest version of the CCC
