My computer is acting weird, microphone is making loud static, can't use Windows update...

Let's just get to the problem[b]s[/b], shall we?
[b]1)[/b] I can't use Windows Update. It gives error 270005 or something almost like that, meaning I don't have permission to install updates, WHILE RUNNING AS AN ADMINISTRATOR.
[b]2)[/b] Sometimes, when I'm saving something (saving a txt file with notepad, compiling a game with visual studio, saving my project with sony vegas, downloading a file with opera), it randomly says I don't have access to save such thing, but if I try again just replacing the corrupted file that was created, it works.
[b]3)[/b] When too much stuff moves in my screen (scrolling down a webpage, closing an full-screen application), I hear a weird static sound.
[b]4)[/b] A few days ago, my microphone was working [b]perfectly[/b] fine. Tried using it now, it's emitting REALLY loud static noise.

I'm just about to format this PC, but before doing so I'd like to know what the hell is going on. I think formatting will solve all the "no-permission" problems, but what about the rest? Outdated sound/video drivers, broken components or what?
