Steam not installing on computer. (Retail disk woes)

Yesterday my girlfriend got TF2 (Retail disk) for the PC. When she tried to install Steam it would say [B]"Error, Steam must be connected to the internet." [/B]Except that it was connected.
So we tried uninstalling that version, and installing Steam off the website, only to have the exact same thing happen.
Would anyone happen to know why this keeps happening ? I'm sure some people on facepunch had bought the retail disk of any Source game and had to go through Steam installation on the disk.
All help greatly appreciated.
Try deleting the Steam folder after the uninstall.
Don't know if it does that automatically.

It does that automatically.
Check your firewalls.
If it doesnt work forward the port in your router.

Steam uses settings from Internet Explorer, if I recall correctly. Check if your settings are correct there.
