I'm pretty sure they could use the same system they use for detecting people clicking ads multiple times, except they'd do the opposite.

I can see Google earning quite a lot of money from this.
Business done right. people can still use the service while companies who use it pay a littpe bit of money, no one really gets hurt.
I think its safe to say i don't use google maps more than 25000 times in any given day.
it only affects 0.35% of the users
most likely all of those users are companies
Its just for travel firms who exploit the use of google maps.

Google servers aren't exactly free. Most of the other stuff they charge for thats hosted on their servers like appspot is very cheap. And the quota resets daily.
I wonder if they'll introduce more formal agreements/payment plans that business can get into. Would make sense.
Frankly, any travel firm, business, etc that depends on Google maps enough to be affected by this cost should have a mapping solution of their own.

If it's a vital service they rely on, it's a small price to pay. Though of course nobody likes to suddenly start paying for something they have taken for granted for so long.

Let's just say you're some massive travel firm and get 50,000 google map hits a day. The first 25,000 are free. That's $100/day or about $3,000/month.
Being part of that top 0.35% of Google Maps API users means that you're probably going to be a company that's managing money in the millions, if not the billions, and have a large, steady flow of customers. $3,000/month isn't really much of a setback in that case.
Basically this is just Google saying "If you're going to eat up thousands of dollars of our bandwidth promoting your service or product, we're going to charge you for it." It's completely reasonable as this system charges the bandwidth hogs while leaving the service free for most people.
imagine the money google spent on google maps.
