• Copying steam games over to a friend

One of my friends recently lost all his steam games due to him accidentally not backing them up. So rather than have him download them all again would it be possible for me to give him mine?

Yes. Give him the GCF files, copy them to his machine ( the relavant location ) and restart steam. Validate the game cache before playing ( It usually needs to DL 10-20 percent more anyway )

Yes you can copy over the steamapps folder. Just keep in mind he will not be able to play games he doesn't own, and you will not be able to download games you don't down and he does.
For Valve games copy the .gcf files in /Steam/steamapps For non Valve games copy the .ncf in /Steam/steamapps and the games folder (with all the game files) in /Steam/steamapps/common If he copies the game files for a game he doesn't have, it'll just show up as preloaded in Steam.
If he can handle playing the Steam games on singleplayer only, you could log your steam account into his computer, then turn off your computer. While his computer is off, disable the internet, and then turn on the computer and start Steam. Then he can use Steam in offline mode and play all your games, while you can log back into your account and play games all you want.
