There's one spot in my case by the hard drives which I can't figure out how to remove to dust. Only part of my pc I haven't cleaned. The dust is getting out of hand though

I clean the fuck out of it whenever I'm done with whatever I've downloaded, which usually means straight after I've downloaded it.

I usually do but then I clear it out whenever Windows Explorer is taking a while to index everything when I want to Open or Attach a file from the Downloads directory. I just delete whatever I don't really need anymore like installers and such.
When it comes to general cleaning, I clean it like once a month.

It's more or less a spartan version of CCleaner for Linux, find it your package repositories.
My mouse is really dirty and I don't know how to clean it. There aren't any screws to take it apart. I could pry the pieces apart with a screwdriver but I don't think they'd go back together.

Screws are usually under the rubber pads on the bottom
Unfortunately you'll probably have to get them replaced or try to stick them back on somehow
An external drive is a nice investment for backups and files you likely won't need to use in the foreseeable future.

Old driver versions have saved me numerous times. (Wacom, AMD, NVIDIA, DVD Drive software, you name it)
I do keep them in a separate folder inside of the downloads folder to avoid cluttering things up, but you shouldn't obsessively clean everything up unless you're 100% sure of what you're doing.
I have a tendency to hoard files that start to become scarce when I search for them again.

I don't understand the concept of having to really "clean up" your machine to be honest. I tend to reformat my computer every year or so out of habit, so I don't really have much garbage scattered around my system, and everything important ends up on my file server, which itself is surprisingly tidy. (Funnily enough, I just recently got around to organizing my stuff from the days of GMod 9.0.4 on said file server.)
Every now and again, I'll run CCleaner to purge garbage files and fix the inevitable shitton of registry errors that have accumulated over time, but that's about it.
