to be fair, if you're using the bat mobile, it's going to have to be at least 4 times as big as arkham city. Most of it's scale was inside buildings I think, behind loading screens.
As much as I like that we can finally use the Batmobile I wonder if just gliding everywhere won't be more convenient.
As long as the make the city and driving interesting, I guess it's ok. But I've never been a fan of making maps larger. Bigger maps just means traveling more distance to reach objectives. And most of that distance is filled with boring generic buildings. Smaller environments where the quality level design is packed more densely is preferable.
They'll most likely need to implement a fast travel system again. Hopefully one that's better then the one Origins used.

Ah, Origins should have just been DLC that game was nothing. THE MULTIPLAYER WAS FUCKED UP TOO! The lobby system really sucked. WB Why.
