It doesn't have to be original. You can combine 2 games and explain a bit how it would work. Which is exactly what I'm going to do!
My idea for a game would be Red alert 2 combined with renegade from the command and conquer series.
The game would have players and a commander. A bit like red orchestra 2, or, natural selection. Natrual selection 2 is a good example.
Multiplayer would start as a red alert 2 skirmish would. A construction vehicle in the centre and a few units and a couple of tanks surrounding it, who would be soldiers and tank drivers.
The rest of the players would spawn as soon as the commander for their team created the construction base after which, players would spawn, not as soldiers but as engineers and builders.
Building whatever the commander decided to put down such as the refinery, power plant and barracks. After the barracks was constructed by effort of the players and construction placement of the commander the players could go into and queue themselves as, or just immediately change to, a unit of their choosing a lot like the barracks in renegade but with the added element (perhaps) of the commander purchasing the unit space so people could be them beforehand, as of course, becoming a unit would drain the over all money resource of the team. The default unit would be a builder and would also be free, not to be confused with the engineer which is an advanced builder who could heal tanks, buildings at a faster rate and capture enemy buildings.
The commander would be the only person with constant access to the map, other players would have to go to the communications centre or radio tower or whatever it's called assuming it had been built to access the map.
Tanks, I'm not sure if it should be like red alert 2, renegade or a mixture of the 2. Perhaps players can just pick whatever tank they want and spawn it? or maybe the commander should spawn it and then players can enter it. Or maybe the commander buys it and that allows a player to spawn it for free whenever they choose at the war factory (builds tanks and shit.)
Defence buildings such as pill boxes, prism towers, tesla coils, sentry guns, flak cannons and what not would all be automated with the option of player control. If a player was controlling it they'd get a damage boost, small, however sufficent enough to give incentive to be used by the team to defend the base rather than just leaving them on auto pilot.
The commander could also orginise paratroopers for example. Where a group of players would gather round the air field and sign up quickly to be a paratrooper. The commander would hit the button and pick a place on the map to drop them. Players would be strapped into the plane but would have full control to jump out whenever they please (hopefully not disobeying their order to jump at the specifed drop point.
Super weapons could work like red alert 2, where the commander picks it's location, or, they could work like in renegade where the player places it. I think the renegade option is more suitable because it's less click and point and team work has to go into it. However maybe after it's placed the commander gets a small radius where he can make the drop point with greater accuracy with his map and mouse. Refinerys would be automated however could be optionally controlled by players.
There would be plenty of other things on the map as well such as oil refineries and what not. Servers could be 64 player, or, maybe even 128 player. I don't know about everyone else but a game like this is my wet dream. I suppose it's a bit similar to NS2 when I think about it but the RA2 + Renegade combination is so amazing to think about for me because of the nosalgia I have thinking about them.

Eh, the problem for me with most rts/fps hybrid games is the RTS gameplay isn't too good or powerful. I haven't played empires in awhile, but if I remember right all the commander really does is research and place buildings. I'd like to be able to actually send NPC troops and vehicles and such. They wouldn't be able to directly assault a base and beat the players unless they greatly outnumber them, but they should be able to put pressure and protect a base from having just one or two people running in and capping/planting bombs/whatever.
Though the NPCs wouldn't be able to control like most modern RTS games where it's blob vs blob. Probably a mix of company of heroes/modern FPS enemies when it comes to unit control, you'd create units/squads and send them places, and then one the troops arrive they would have AI that would use cover, throw grenades, etc. This could actually work in a garry's mod gamemode or a sourcemod, something like overwatch mod but with both teams being similar.
Well if this is a game idea thread, then I guess mine would be a street racing game (Like midnight club 3, and or NFS:MW (2005)) with simulator like physics. I don't know how that would work.
All I've ever wanted was a hyper-realistic survival simulator with multiple scenarios and what not.
Get lost, crashed or abandoned in a desert, forest, on a mountain, or island, and just survive and make tools in order to get rescue.

The commander in Empires didn't have a ton of control, but usually they communicated a lot with players about what they needed done.
