I remember someone here tested it, they got like a 1-2 fps increase. So no, not really.
No, it does not.
It is probably dependent upon the system. I'm not even sure what it is, but I'm guessing that it's not going to get you any increase on better systems and is probably going to have a greater impact on the older computers.
