In every source game, and some other games, my FPS will drop down to 5-10 in half-second intervals, even games that my could computer should be able to decimate with ease e.g. freespace03 with only me in it.
The only temporary solution that I know of is to go into task manager, right-click the process, and click 'set affinity'. After that I just need to press OK. I don't even need to set the affinity to one of the cores, just press OK after going into the menu.
This is really annoying since I just got Bad Company 2, and my problem also affects it. Anyone know the permanent solution?
The problem is most likely one of these:
1:Something is overheating and your pc is throttling itselve.
2:Your Ram or CPU are used over capacity by background programs.
To test this open task manager graph window and run it while playing.
Post a screenshot of the graph.
I can tell you right now that it's neither one of those.
Temps are well below max for CPU and GPU.
CPU usage only goes to maybe 75%. RAM usage goes to 65% also. This is on Crysis.

And apparently Crysis doesn't have the problem. Same fps before and after setting affinity. What the hell is going on...
You could try to remove your OC for a while, but i doubt that will make a difference.
Have you updated your VGA drivers?
I'm assuming you mean video drivers.
In which case, yes. It's at version 196.21, the latest.

Which reminds me. I've already tried reverting my drivers to ~195 and ~178. I still had the same problem in both cases.

What power supply have you got? Overclocking = more power used = more strain on PSU = PSU possibly struggling to power the GPU = poor performance.
Thermaltake 600W.
Plenty power for my setup.

This happened to me with my old Pentium 4.
I found the best solution was to put a framerate limiter just below the framerate it stuttered at. Say when it stuttered, it dropped to 40fps for a few seconds. I just set the framerate limit to 35fps.
Worked for me...
I don't think limiting my fps to 10 would help, haha.

It seems the problem doesn't affect BC2 anymore, for whatever reason.
Now it's just limited to source games, which is a pain in the ass.
have you tried it without the overclock?

Haha.. Sorry i have no solutions but i'd like to point out my Usage Goes Higher when running Gmod. and its at your rate with Steam up lol. Weird part is, my computer isnt supposed to that.
