Take Two are really fucking idiotic assholes about this. They gain nothing, and lose a lot by doing it.
GTA 5 got super popular because of FiveM and other third party multiplayer recently.
They're just shooting themselves in the foot by shutting projects down like this.

That just comes from a leaked email from during development where one of the Housers had asked someone to come in and fix the unspecified mess. Didn't say whether it was management or code the was the mess and anyway it doesn't mean it was still a mess on release so this whole thing about it being that way is just a baseless hearsay bullshit assertion.
