Not necessarily, you get a higher pixels per meter. You would definitely notice going from 512px/m to 2048px/m (or w/e resolution they started at)

for large stuff high res textures are well worth it if you properly do it since it takes up a large portion of the screen, especially weapons and the like
but there is a very big drop off point even with that, at least at 1080p
fallout 4 modding and talos principles texture resolution feature has taught me that a high res texture isn't necessarily a clearly one (But to be fair, modders think "4k" and go "4k res, better make it hyper rough and shitty looking") as opposed to a genuine way to clean it up and make it sharp
hopefully they didn't make everything under the sun have an absurd texture size. 4k textures are nice

For real though, you can get away with some heinously low texture resolutions, with detail textures & normals, etc.
Halo 3 has some great examples, in the first level they have a pipe thats texure is no more than 128x128, tiles each polygon (and mirrors inside it vertically) yet because of detail textures still looks pretty good.

really depends on the situation. Like for entire characters using one 2048 sheet, you'll definitely notice it going to 4k.
However, if it already has a tight density, then it's not as noticeable if at all.
