Very strange static sounds comming from my computer.

No, it's not like I can hear it if I put my head near my computer. It becomes audible when I have headphones plugged in. It doesn't matter if I try plugging it in from the front or the back of my computer.
This sound does not go away, but it can easily be masked by audio such as music, videos, or gameplay. The problem is that when I'm browsing a website or playing a quiet game, this strange static-like sound comes out whenever I'm doing anything. For example: I am scrolling up and down on my browser. It makes this strange scrubbing sound every time it scrolls up or down. I don't really know how to describe this sound correctly, but it's non-stop and it is excruciatingly annoying. The problem is NOT my headphones. I tried plugging in my earphones and my speaker into the PC and the problem didn't go away.
The sounds play even as I type this. Probably due to the animations of the emoticons to the side.
This problem is due to poor flow of electricity which creates that static noise you hear.
There are a lot of problems can cause this, so it's very hard to find the underlying problem.
I would advise you to look through your hardware and verify that everything is properly mounted and not touching any conductive surfaces that may transfer current or allow electricity to pass through it.
What happens when you touch a piece of metal or something of the like? Do you get a shock from it?

Well, I installed a new graphics card into my computer around two weeks ago. The static sounds were still going on then too, and when I did the installation there was absolutely no shock at all.
Its likely from a ground loop make sure your powersupply has a cable that is grounded, ground all components and if your sharing a plugpack between for eg a computer and lamp make sure its all grounded.
