So... They are more worried about limiting the internet then help destroy viruses.... Interesting...
I guess the internet is for kids too.
It's all about using common sense. You could try to not use an antivirus if you use common sense, though it's a risky move. Actually getting the writers is more important. Even more important is to have mandatory classes for illiterates to tell them if it's too good to be true, it isn't.

At this point, with MSE being so good, you don't even need to spend money and it doesn't use very many resources. Other things, like NoScript(or ScriptNo if you're on Chrome), AdBlock, Web of Trust, using ssl/https when you can, using different passwords across the web, etc are all also things you should strongly consider doing. NoScript may be a bit overkill for some, but it can really help, and isn't as bad once you've whitelisted your trusted website.

Well then you need an antivirus, since Java is has so many security vulnerabilities it's not even funny. And just as a note, Norton for home improved massively in the last few years and Symantec is one of the leading enterprise security companies.
