My friend wants me to be a voice actor in an upcoming machinima and audacity records low quality for me, what are some programs for this?
Audacity records exactly what it receives as a raw wav, the low quality is coming from somewhere else. I've used it in a pinch to record an 8 track live recording.
If you are getting low quality in audacity chances are you are going to have the same problem with other software.
In response to original question however, all I can really recommend are: Cubase (Not free, Windows) Ardour (Free, Linux/Mac) - Both are equally as overkill as each other.
Well what can I do in audacity to increase quality?

Buy a high quality microphone?

I knew someone would say that, it's not my mic, that is perfectly fine, my buddy brought his professional HQ mic and audacity still recorded in low quality.
Go to preferences and in the quality tab make sure Default sample rate is 44100 and sample format is 32-bit float. Apart from those settings the quality will be determined by how good your hardware is.
You should also be sure to have all the proper drivers to your microphone and/or sound-card.

Its not audacity that's recording in low quality its the sound-card/on-board of the computer giving Audacity a low quality input.
Doe's it just sound mediocre or is it distorted?

Mediocre, his computer is great and it did the same to his. His sound card is great and mine is good but not as good and it did the same.

Post a short example of what it records.
Maybe you just have a mediocre voice?
Audacity just records raw input, it's not about the software.
Windows voice recorder?
Isn't it good enough?
Pro Tools seemed to work great when I used it in school.
However, are you sure the mic you're using is completely fine? Because that is the most important part. Get a room without any echo and background noise, and make sure the input level is okay.
