In order to use Spotify on PlayStation Music, you’ll need to be a Premium member, which costs $9.99 per month.
No you don't.
You can be a free member, you just get adverts like on the Desktop version.
this crap is useless on PS3
Does anyone actually use their PS3/4 (or any home console for that matter) for music?
I never even touched that feature

I don't but that's just because my PC is right next to my consoles and has a better sound system hooked to it.
I don't have an Apple TV so I have my PS3 do everything in the living room, now I can have music streaming while I'm cooking or whatever, so I guess I'm the type of person that'd use it.
No Taylor Swift library, what's the point?

I'd use my Xbox for music if it had Spotify. I usually have a Laptop plugged in, controlling Spotify from my phone. Considering a Rasberry pi just for music - which is more likely now that Spotify is apparently a Sony exclusive.
I just tried it. I don't have PS+ or Spotify Premium and it logged into my account easily. Spotify will even play while you play a game. You can control playback with the Spotify app on your phone too. I love spotify and before the only way to play music was through a USB drive (or maybe Sony's music thing that nobody uses)
