Which Free-To-Play game do you feel is most generous?

Hey Facepunch. This has been a question I've pondered a lot recently and I'd like to get others perspectives on it. Also, sorry if a thread like this was already made!
The question is: Which free to play game(s) do you feel is the most generous in terms of free content up-front and your ability to have fun and not spend money?
For me I feel that Plants VS Zombies 2 is my number 1, you do get a lot of content and are quite easily able to beat the game and enjoy it. It also doesn't contain my "no-no" items, which is some kind of energy meter that replenishes very slowly, or is overly grindy.
I Don't play much F2P'S , but one i did not even felt like it was pay-to-win was Loadout , very funny game and you can even drop cosmetics

they constantly give you random weapons and hats for free just for playing, any weapon that has unique stats is really easy to get, and none of the more expensive things actually affect gameplay.

Roguelike/RPG genre is most likely what you'd get the most "content" out of, because your experience is never the same.
In my opinion, Space Station 13. It's always a different experience, almost no server (or no servers) are the same, so if you get bored of one "experience" you can just swap over for a completely new array of content with minimal wait time and no extra steps (excluding the twenty second wait time to download that server's content).
Each server's branch is independently maintained and updated so new content is always coming into each unique server as well. In addition there's no benefit in-game to paying money (depending on the server, some may have very small model changes but that's the most I've seen). The fully destructible environment gives each server the opportunity to make their own Space Stations for their players, meaning not only is there different content, but also massively different levels.
I could go on and on, but yeah Space Station 13 is hands down in my opinion the most generous F2P game, and very underappreciated game.

Warframe is alright.
War Thunder is pretty generous. There isn't really any pay-to-win, most of the planes that can be purchased with premium currency can be acquired through normal gameplay and the ones that can't are well balanced. The most recent update made it far less of a grind too.
Path of Exile, small company and yet a very fair model where you pay for cosmetics and a bit of convenience. Firefall, you can obtain cosmetics/convenience without paying. Warframe lets you trade stuff for the premium currency.
I don't know of any Pay2Win games that are relevant now.

Get a semi-rare prime part, sell in trading chat for about 5 platinum.
Rarer stuff can go for more, and I've seen it go all the way up to about 120 platinum.
If not from other players, DE gives away about 1,000 Platinum almost every week at either live streams of contests. I've seen a few facepunch users win them too.

I've made more money on Dota 2 than I've spent on it, at one time I bought a T-shirt and got a treant that I sold for 70€, bought a bunch of keys, got an unusual courier (one of the The International couriers) which I sold for 70€, and I bought a microplush for 10€, got a shadowblade sword that I sold for 90€. Sure, they were steambucks, but that still meant I got a fuckload of "free" games and cosmetics because of that. So yeah, I'd have to say Dota 2.
Since im pretty sure your talking about mobile games, I have to nominate G.W.X, its lie plants vs zombies but instead you have gacha warriors which you can buy in the shop for energy or you can get more powerful ones with gems in the other shop, but you get gems fairly easily for completing a new level, and the daily rewards which I think is where you get the most stuff. Because theres usually lots of powerful units in there. And you can also just upgrade your units to make them as strong as the premium ones. The only ingame purchase is gems.
For pure gameplay, I'd say DOTA 2.
Depending on the question, I might also say TF2 simply for the fact it spawned its own economy, something I haven't seen any other F2P game (successfully) accomplish.
Even though its from Nexon and they are associated with P2W type games, Mabinogi.
Most of their cash shop stuff is either for show like clothing dyes or convenience things, like something that protects all of your equipment at once as opposed to have to be used once per piece of equipment. Yeah, they also sell the ever popular staple of KMMOs, the Gachapon, complete with a list of stuff that can only be obtained from one, but most of that stuff falls into the "flashy, gaudy for show" category.
The biggest thing I recall off hand is inventory space. Paying for premium gives access to a secondary inventory page. Last year they removed the "subscriber only" tag from obtainable in game item bags, allowing anyone to get the extra inventory space they provide as well as sell things to other people. You can buy pets too. 90% of the pets amount to just living extra inventories though. In addition to receiving a horse(land mount) and eagle(flying in certain areas) free(though without an inventory) for completing the beginner quests, they sometimes give pets away as prizes for in game events(by "in game events", I mean server wide things that are announced before hand, go on for a couple of days and usually anyone can complete).
Everything related to the actual game can be done without spending a dime. It wasn't always like that, but it is now a days.
