I've been having problems installing software recently. Basically anything that checks to make sure that my Visual C++ Redistributable is updated crashes with the following error:

Normally I just hit "Cancel" and the installation proceeds fine, but recently I tried to update MSSE, hit Cancel and the installation failed. I tried to uninstall MSSE to do a fresh install and the uninstaller failed for the same reason.
I checked my "Add/Remove Programs" and I have a bunch of Visual C++ related entries:
Microsoft Visual C++ 2005 ATL Update kb973923
Microsoft Visual C++ 2005 Redistributable
Microsoft Visual C++ 2008 ATL Update kb973924
Microsoft Visual C++ 2008 Redistributable
However I also can't uninstall any of them! They fail with the same error message as before (all of them failing to find some sort of network resource).
I've found workarounds for MSSE, but I'm pretty sure that Visual C++ is at the center of this problem and would really like to figure it out so it doesn't come up again. Any ideas?
