Computer keeps starting itself up again when shut down

It's not really that much of an issue, but it becomes a bit irritating.
Each time I try to shut down my computer it starts itself up again 2 seconds after, the only way to stop this is to switch the power button, on the back of the case.
In the BIOS check to make sure "Turn on when AC power is restored" is not on, as it might be causing this issue.

Also turn off Wake on LAN, and if there are any options related to turning on from keyboard/mouse input, turn those off too.

Yeah, it was already off, even tried turning it on and off, no change.

Nothing on this either.
I'll go to bed now, so maybe I can get some more options.
Has this always happened?
My PC has always rebooted straight after hibernating or entering sleep mode, and after spending ages trying to find a solution, I just gave up and decided to live with it. I'm not confident in the quality of my motherboard (chipset overheats at the drop of a hat ) or PSU (fan seized up at one point), so it could be either of them at fault really.
Power company surged the lines on my 98 emachine and the motherboard was damaged. It would shut off, then turn on randomly and had a weird buzzing noise for the short time it was turned off.

OMG, I had that exact same problem. Now I know the cause.
Does your motherboard allow for starting up on alarm? Mine does, except it decided it was always 6 AM and therefore started up when I shut it down, so I turned the feature off again.

Maybe there's something wrong with my motherboard, and no it has not always been like that.
Were there any events with your electricity around the time this started that could have caused this? Power surges sometimes damage hardware when it's plugged in and used at the time.

Managed to fix my problem - can't believe it was this simple >.>
Check all your USB/input devices for that option and uncheck it.
