• Forum maker? (I can host)

Is there any HTML or PHP forum maker, that I can export to forum to a PHP or HTML file, then host it myself?
I think you should learn PHP/HTML first, then purchase a domain and find a genuinely decent hosting service for your purposes.
There's no forum "maker" that will do everything for you, other than those free forum sites. Most forum software has you configure the forum for whatever HTTP daemon and SQL database server you use. You'll need to configure the actual server yourself, including HTTPd and PHP configuration, SQL setup, etc. If you expect to have something to do this for you then you probably shouldn't be hosting your own site.

PHPBB is good and easy to set up if you're new to MySQL.
