I've been hooked on Skyrim a lot recently but after reading around I noticed that my game wasn't running [i]nearly[/i] as well as it should be running.
Here are my specs:

I've been looking around at videos and forum posts and I found that people with identical builds have been able to run this game maxed out. (One build was almost exactly the same as mine) They can play it fine at 40-60FPS and can record in FRAPS with a solid 30 at 1080p.
My computer runs a maxed out Skyrim at 10-20 FPS outdoors, 20-30 FPS indoors at 1280x1024. It is choppy and very difficult to play on ultra.
Something is very clearly wrong.
Things I've tried:
-My CCC drivers are up to date. (Catalyst 11.11)
-The game is fully up to date.

I've been searching high and low for answers and I'm getting nowhere and I'm nearing the end of my rope. Any help would be appreciated.
Take it off ultra, and make sure you dont have any AA on.

I have a 6950 and it does ultra at around 30-60 fps, while it does high at solid 60.

The point is that I shouldn't have too. People with similar rigs (i5 2500K @Stock, HD 6870, 4GB RAM) are running the game on Ultra with max AA and AF at even [i]higher[/i] resolutions than I am and are getting far superior FPS than me.

I doubt that.
I dont get solid 60 fps on ultra with a 6950 which is a good bit better then a 6870.

No I dont, this is just how the game runs, poorly optimised in some locations like city's.
A 6870 cannot play this on Ultra. If you dont believe me, post this in the Skyrim chat and ask for specs, settings and FPS there.
I have, actually. In the GMF thread and in the GGD thread. I've also been poking around on Reddit and YouTube. People have universally said "yeah, your FPS is too low, something is wrong."

In any case I've been doing tons of experimenting and research. It seems that the largest part of the problem is the fact that AA is horribly unoptimized. This is a universal complaint. There have been a handful of people who have been having the same problem as me, and the performance loss appears to be a random occurrence. It also seems to mostly strike ATI users.
I tried an experiment: I put the game on ultra, added additional .ini tweaks such as sharper shadows, more detailed reflections in water, and trees cast shadows on themselves, but I bumped the AA down to 4 from 8. My FPS was magically in the 30s and 40s again in outdoor areas. I'm thinking the only fix will be to wait for ATI to update their drivers or for Bethesda to make a patch to optimize their AA.
