I think the writer made a good point by mentioning that the Civilization factions are far more relatable with their own personality and traits. It might be just an attention to detail but all those relatable nations are great for creating your own little stories and quests which is something a lot of Civ players really appreciate. At least in Alpha Centauri you had very distinguished factions that felt absolutely different, they had personality and were relatable in some way or another. It's true that the factions in Beyond Earth are pretty bland.

To be honest I don't mind the lack of development so much because it lets me think about what the harmony Slavic Federation is like versus the Supremacy Slavic Federation. I suppose it's a double edged sword, you might appreciate that you can't really memorize the factions so you never know how to be wary of, but on the other hand a well developed personality might let you play towards or around how they usually behave.
So, worth buying?
