there's a bunch of improvements that'll improve stability etc

I assume its more like Skyrim on the Fallout 4 engine, rather then a few separate improvements for Skyrim.
The underlying 64bit and Rendering pipeline improvements are probably still worth something for modders on PC.

They can still get away with doing a remaster without updating textures and meshes, sound and all other static content for Skyrim and have it look reasonable, can't really do that for Oblivion.
Updating the assets for the older games, would make the "Remaster" (more of a remake at that point) a project of a much bigger scale. At that point you might as well go all the way and just make a new game in the same province.
