• Is this normal for a stuck pixel?

I just got a new monitor yesterday (AOC 19" F19), and it has a stuck pixel. But not some ordinary stuck pixel. The thing is, it turns blue on dark backgrounds. However, it only turns blue when the bottom or top of the screen on the row on where the stuck pixel is is bright. I've never heard of a stuck pixel acting this way... Anyone ever heard of anything like this? Also, anyone know how to fix a weird stuck pixel like this?
You can try the normal fixes(rubbing and/or flashing pattern), but I doubt it will work.
What color is it when not on dark backgrounds?
What color is it when not on dark backgrounds?
What conclusion could you possibly derive by knowing that information?
