What's even better that another Bethesda game (Wolfenstein The New Order) runs on the same engine and runs 60FPS, even on last gen consoles.
How is 30 FPS the "intended experience" ?, Cant they get people have more than powerfull enough rigs to run the game at 60 fps if at least decent optimization was done..
My guess is with the insane hardware requirements and massive file size, they're trying to push it on new-gen consoles.
This game blows already.

It includes everything PC gamers hate. They couldn't have fucked up more. Whoever is managing the PC release of this thing needs to be shit-canned.

So either they've tied something in the game to the framerate, or they're going the Order 1866 route and claiming that 30fps is a better experience than 60fps, either way that's not a good sign.
I love when people say that one framerate is better than another like it's a fact, it's entirely subjective, I find that 30 FPS gives me a Cinematic experience, other people may or may not agree but I don't say my opinion like it's a fact, you just can't go down that path because YOU find it better.
If the game ran at 60+ FPS with ingame options to cap it at 30 or 60, that'd be great, but 30 by default without proper ways to change it? That's just dumb.

Actually no, that's wrong. The enjoyment is subjective, the improvement is objective.
60 FPS is objectively better in every way, lower input lag, less chance of screen tearing from variance, framerate variance not being as easily noticed in small amounts (A drop from 60 to 55 isn't as jarring looking and feeling control wise as a drop from 30 to 25, even though they are both drops of 5 fps) and the only argument in favor of 30 is the "cinematic" argument which has no scientific basis and is a buzzword with no real meaning and is a vague way to indicate absolutely nothing while sounding like you are saying something.
Whether you enjoy the boost to 60 (or above depending on refresh rates of your television/monitor) enough to care is entirely subjective, but make no mistake, the improvements offered are objective in nature. The only people that don't notice the difference haven't played enough games at a stable 60+ framerate, due to the visual and ESPECIALLY the tactile improvements being more than obvious to those of us accustomed to them.

My theory is the problem stems from Youtube.
People watch Youtube videos throughout the day every day. And every one of them are 30 FPS or worse (Until recently, and hopefully soon to be a thing of the past). Once Youtube videos are mostly doing 60, people are going to actually notice how much smoother things are when they're running at 60.
After all, if all you see is 24-28 with movies, 30 with your console games, and 30 in every video posted to your favorite video website, then how would you know or why would you care about 60. There's no demand for 60 by the majority simply because 30 is 'Good Enough'. Good Enough isn't going to sell games much longer, they'll need to be Great.
And don't even get me started on Letterbox. What reason can anyone come up with that benefits players for taking away a quarter of the real estate of their screen to display NOTHING

That's only when it's done by people who have no idea what letterboxing is (Which seems to be a fair portion). They're supposed to add more content to the sides of the image, not crop the top and bottom (Which is what that HD RE port does)
Edit: Even better is when somebody crops 4:3 content to look 16:9, but then pads the frame to still be 4:3, and then displays it on a 16:9 screen, so you've got the entire image surrounded by black bars.

The letterbox thing I have an answer for. They can bullshit out some pr schlock about it being an ~artistic choice~ and use it to allow the consoles to render less so they can manage 30fps. Same reason behind those ungodly annoying massive gunmodels in console shooters. It's kinda pathetic that tricks like that have to be used just to reach 30 but hey. All in all, it's just nonsense and this game's devs as well as the ones behind The Order 1886 are saying some of the dumbest things about framerate and "artistic choice" that I have ever heard from a so-called professional game developer.
Games aren't movies. I want my game to run and look smooth because there is a heavy element of interactivity, I can't have that smooth satisfying input-to-output experience if you wanna keep trying to make games "closer to cinematic experiences" which means neutering the framerate so I feel like I am slogging through water the whole time. It's dumb and they need to quit pretending this whole "cinematic" buzzword has any meaning besides "we can't get it to perform at an acceptable level so we want to give you a flowery excuse for our bad coding."

FPS in movies are much better at around 24 (Which is the only true cinematic experience)
But, with video games input lag is very important for how smooth the experience will feel, it's ridiculous to not want 60 fps.

i don't get the point of rendering at a fixed aspect ratio. my guess is that if you actually have a 2.35:1 screen you'll end up double borders..

Yeah, 24/30fps is only kept around for historical reasons (Same as overscan, etc.) It came about due to limitations of technology at the time (Old projectors/TV derived their timing from the power frequency), not because it's the best it can be.
I think there was also something about the rate and amount of film required for higher framerate film recording, something digital video cameras didn't need to worry about (You'd often seem them used for cheap productions like soap operas, hence the "soap opera effect")
Considering they have a bunch of console commands to change basically anything, it really seems like it was an artistic choice. You know that RE4 has always run locked at 30fps until the latest port, and although I do prefer 60, 30 worked for RE4. Considering it's the same director I imagine he wants to create a similar tone. RE4 also featured black bars top and bottom on gamecube. It didn't need to, but it was a choice they made. I don't think it's fair to completely write off making a game feel cinematic.
There's a right and wrong way to do cinematic in games, and there's a right and wrong genre to do it. Horror is the right one for it. And there's also a difference in actual design choices and covering up bad optimization, which I really don't think this is.
That said, I will probably unlock the framerate and get rid of the bars. But provided there's actual reasons for it for the game's experience, I don't have an issue. For once.

"CINEMATIC EXPERIENCE" is just bullshit they spout at E3 because consoles aren't powerful enough to look good and run smooth, it doesn't exist in gaming, its 2014 and constant 60 should be a standard not a feature
