Building a new computer soon, clueless about hardware, 300-500$ budget.

My parents decided to reward me for doing good in school and have offered to go out and build me a new computer to replace the (somewhat decent) custom computer I've had for over 7 years. The time has come that I cut the cords on my sweet baby and rebuild fresh from the ground up. Sadly, I'm more experienced in Software and Applications than I am Hardware; so I have no idea what to get (something powerful) to put into a new system completely.
I know that newegg.com provides me with correct hardware choices, but just not sure about the specifics. To give you a determining amount of power, I'd love to be able to run GTA4 at max with above decent, or decent, frames. Any suggestions?

Since I have World of Warcraft on my computer now, will I be able to practically extract ALL files from my computer to my external, and back onto my newly built computer with no problems? I've lost all the discs and I'd hate to buy it digitally just to play it.
Do you need monitor/speakers/mouse/keyboard/os?

That's a very low budget, don't have any high expectations. I'm spending £900 on my new build, and that's about $1400

All of the computers I've built including my own use rosewill and they work flawlessly. 8 in all and two over 2 years old.

But that power supply will work too so if want to knock off $5 go for it.
Rosewill is good enough for nearly any build, especially a relatively low power build like that.

also that CPU is old as fuck
also I'd go with an ASUS or Gigabyte MoBo, even if you have to pay a bit extra it'd be worth it
also also Antec 300 or Illusion version would be easily worth the extra
also also also that build doesn't take shipping and whatever into account so it'll be over 500 anyway

pretty much any DVD drive will do
just make sure it's DVD and not CD

I want something with a relative price like that, and I don't know how to compare... Or maybe I could just use the one I have in my current computer?
assuming it's a DVD drive yes you can
If you're getting a 4870 you should get the 1GB not 512MB version.

The 4870 512MB is more expensive than the 4870 1GB.

Just copying the folder to your new computer probably will not work. There are tons of reg files and other stuff. It would work for Starcraft and some other older games, but probably not WOW

Car is different. You are buying the car itself. When you buy software, you are buying the license to use it. CD is a nice gift.
ISOs are prefectly legal. A lot of people use them as backups when you lose the disc.
