My friend just bought a new video card (Gigabyte GeForce GT 430 OC) and everything seems to be running just fine, he is able to run amnesia at about 50-60fps on high settings, but tf2 runs very poorly at about 20-30fps both on high and max settings. He had an older ATI card before and it ran tf2 much better than this one.

I did a clean install of windows for him. Also he is considering in swapping GT 430 into HD 5570.
Alright, so we've figured out that the GPU is shit. So, he wants to get another GPU for the similar price and only want's a GPU that can run tf2 decently.

It's your crappy CPU, TF2 is very processor heavy, and quit buying bad video cards, return the 430 and buy at least a 6770.

I mentioned before that he had an older ATI (x1300 I think) card and it ran tf2 way better than 430 GT on the same pc, he would buy a better card if he had the money.
Your Pentium D is a bottleneck. Tf2 requires a modern fast processor.

Yes but you didnt update the drivers.
And one GB of ram can't help, especially with windows 7.
We've just tested HD 5670 and the performance on tf2 has increased a lot. Now he gets from 40 to 80 fps on high settings. The only problem is that it sometimes randomly shutters, but stops after a while.

perhaps try fps_max 60 in the console (when not in a server) or in an autoexec.cfg? The default value is 300 btw.
And update your drivers.
