• explorer.exe not starting

After packing up my computer and moving it to another room, explorer.exe won't start up and I have to use task manager + cmd to get anything running. Running exlorer.exe manually doesn't work, but Chrome will open the file browser when I download something. I checked my registry and Shell is set to explorer.exe, and I've also ran sfc /scannow, to no avail. Starting up in safe mode fixes it, but I'm still not sure what's causing it. I'm running Windows 8.1.

There could be an under lying problem do a check disk to fix any errors or bad sectors
