I can't really explain it besides the pictures I have
I have reinstalled 3 times and it keeps coming back. Started 2 weeks ago.
Is it possible my external hard drive has a virus on it?

Also sometimes if I refresh a page it shows a bunch of text.

Maybe you could try running off the onboard and see if it has any effect?
Post specs. And does it do this in 3D applications?

Incorrect. Print screen directly captures what is being sent to the monitor. Artifacts or not.

Really?
huh.
But it can't be my graphics card if i don't get any issues in video games.
Is it just in a web-browser or in any picture you view on your computer?

Web browser(s)
IE
FF
Chrome
What if you right click the picture and, save it and open it up in windows does it look normal?
Nope
Nope
Could it be your internet provider? Do normal images that you've taken show up correctly? As in ones already on your PC.

Possibly...jack flash...those bastards
That's gonna suck if it's a GPU problem.
Turn off SLI (if it's enabled) and try with each of the GPU's

nope.
A few minutes ago I went on myspace again and that ad was normal.
Scroll down and then scroll up.
I just had that problem, but with black bars.
That fixed it.

This kind of stuff happens when jpegs have some corrupted data in them. Maybe it's your internet connection fucking up?
I had this problem when some network device on/in my computer wasn't working properly.
