Certain sites and programs are giving me this soft text look, but it appears to be happening on pictures as well, this even happens in skype when a call is in progress, but in the chat or the friends list it's all normal. Even as I type now it looks normal.

This seemed to happen when I was messing with the Eyefinity settings, but I set everything back to default and it still seems to be acting this way. It would appear that anything using DirectX or OpenGL is affected by this. I have tried restarting with no effect.
Isn't that the (not-so) new MLAA feature? It's basically a postprocess antialiasing filter that indiscriminately applies to everything that uses your GPU for rendering. Just turn it of in CCC if you don't want it.
Or get RadeonPro if you want to make separate graphics settings profiles for your games, it's awesome:
