I need a linux OS (perferably debian) that has:
Regular releases
Still in development
Package Management
Distro Updates without reinstalling
Package updates
ABILITY FOR 3 MONITORS ON 3 CARS, ATI and 2 NVIDIA
I would recommend Arch, as its a rolling release. Sounds like thats what you want.
Ubuntu is pretty strict on it's release schedule, it's still in development, it has a halfway decent package manager, you can usually update the distro without reinstalling, and I think package updates are built into apt-get.
All distros allow multiple monitors, but I don't know about monitors on multiple cards.
Also what reason could you possibly have to put together an ATI card and two Nvidia cards? I can't imagine that working well at all. I mean, two ATI and an Nvidia makes sense, if you really need PhysX. But an ATI and two Nvidia? What?

All your dot points are pretty well covered by all the major distros today, your last point has nothing much to do with your distro, although it may affect how easy it is to get working.

I would say almost all distros fall in your guidelines. I would suggest OpenSUSE or Gentoo, both very reliable/stable.
I wouldn't call OpenSUSE stable.

This. I agree with it.
From expirience, Ubuntu. They release updates periodically, when I used it I'd have one waiting to be downloaded at least once a week. You don't need whole distro reinstalls when a new version comes up, either.
Personally though I don't use it, not in its native form anyway..

If I was the OP, I'd probably say "I don't want an experience, I want a distro that works".
