Volition and the same engine they used for Red Faction Guerilla. Make it happen
I only got Crackdown for the Halo 3 beta (sue me, I was 11), but goddamn I had so much fun with it.
If only RTW was still around.

Cost me 15 bucks over all for the cheapest price, amazon got it for 9.49, but shipping boost that up to 5 extra bucks, still cost me around 15 bucks...

At the time I was working at Gamestop and preorders boosted 70% within days of the announcement that Crackdown included Halo 3 beta access across NA.
I loved Crackdown 1, but C2 was just a bad reskin of the first game. Same environment, same gameplay, different story.

The first Crackdown was quite a surprise hit, the sequel was okay but the new additions were quite minimal at best. The story was also quite an insult. Anyway Crackdown 2 was not worth it. I hope they launch it in a new fashion and manner, with some actual story elements.
I don't see how they could really make a sequel. The first game tied the story up quite nicely, the second felt tacked on. I think I'd rather a reboot with the first and second game's stories combined in a way that makes more sense (remnants of the gangs are pulled together to form the Cell, who launch a series terrorist attacks in which they release Shai-Gen viruses and test subjects (acquired after the remaining Shai-Gen join Cell) as revenge against The Agency).
I still play the 1st one from time to time with my friend. It usually just degenerates into us throwing cars at each other and blowing each other up.

Crackdown 1 is still an amazing game to play. For me, Crackdown 2 just felt like a hugely overpriced expansion pack..
