Warning, Long post ahead.
Just the other day, I was working on my computer, and it made this noise it keeps making. It's generated by a fan, and normally goes away when I tap the top of the computer. So I did just that. Suddenly, the audio to my computer dies. Nothing comes out, and when I adjust the volume on my speakers, it makes a weird electronic/static noise. So thinking I damaged my sound card, I went out and got another sound card, and a pair of headphones. I go home and after much work, I somehow get them working (No idea how to this day. It just started working one time.). So all was fine and well. It worked fine, and it gave great sound quality.
Fast forward to last night. I'm playing a game of TF2, and the sound system is working fine. No problems at all. Suddenly, the sound goes quiet. My game still plays fine, but the sound is quiet. There is a slight static noise, then quiet again. I am stuck there thinking "What the hell". I turned my sound all the way up, and I can just barely hear what is going on. I quit out of TF2, and mess around with my settings. Even with EVERYTHING turned all the way up, it barely gets to my old normal volume level. I can't get it any louder. I have done all of the following.
Checked as many settings as possible
Restarted my computer twice
Checked the headphones and the Speakers themselves. They work fine.
Unplugged the jack that connects my speakers and headset from the back of my computer, and plugged it back in again.
Done the above, and but it in a different slot (Note in a different slot, NOTHING comes out at all, on any volumes.)
Downloaded all Windows updates I can find
And done a full virus sweep on my computer with Malwarebytes.
TL;DR: Sound suddenly went horribly quiet last night in a TF2 game, can't get it back to normal volume no matter what I do.
Just installed the audio drivers. Didn't help.
Bump. I've uninstalled everything and re-installed it. Still nothing. I'm starting to think I damaged the motherboard.
So your new sound card is having the same problem, as well as multiple headphones and speakers?

I honestly don't know what is causing it. The headphones and speakers work fine, they just have to have their Volume turned all the way up for it to be normal. I don't think it's the sound card, as I just got it yesterday. I've fiddled with every setting I can find, and can't come up with anything. I'm starting to think it's a motherboard problem.
W7 or Vista? Check the volume mixer with the games open.

XP. And I found a workaround for now, I just used a USB headphone that goes right off the chip, and since the chip is fine, and the Soundcard is fine, it's gotta be the motherboard.
