• Will this HDMI to VGA adapter allow me to connect my PS4 to my monitor?

The cable + Monitor needs to be HDCP compliant to work with the PS4 otherwise the output video will just be black. I don't think it's possible to run HDCP video via VGA unless you use a converter that supports it. Don't want to link any products since I haven't really tested any myself to confirm they work.
I read somewhere that you can turn off HDCP on ps4 but if you do that you can't watch Netflix.
For the price of all the converters you'd need, I bet you could buy a second hand TV.
IIRC a lot of cheapish HDMI splitters remove HDCP from the video, even though they don't advertise it Could always plug one of those in between the ps4 and converter if it doesn't work without
