It probably will if your ISP is under load anyway.
If you upload at your connection limit then yes. Otherwise no.
Also depends where you live, what your local exchange is like, your ISP and a lot of other bullshit.
When I upload something larger than 10mb my download speed gets capped by the local exchange, which is retarded.
If you upload at your limit or around it, your download speed suffers like mad.

I have a shitty upload cap of like 45 KB/s and if I seed a torrent or something at more than 15-20 KB/s my download speed starts to degrade.

Yup, that's what happening.
My ISP is awesome and boosts your download speed if you're near maxing your upload. Shit's really nice for torrents.
It affects my download speed. When I'm using bittorrent, if I start uploading too much my download rates goes down. So I usually limit my upload rate until it's done downloading, then I uncap it when I seed it.
If you keep your upload capped at 5-10kbps less than your limit, things like web browsing and other low-bandwidth tasks should work fine.
