What is a good program to convert a section of video into a gif?

I've googled around for a good simple program that converts a section of a video into a gif, but all I can find are shitty ones that convert at a really low framerate and slap watermarks all over. I know at least some of you know a program that does this considering all the gif's that spawn out of the video section of the forum.
