Internet SUPER SLOW when online game/browser is maximized, SUPER FAST when minimized!

-Windows Vista 64bit home premium

Specific model number is unknown.
-My router is the Trendnet TEW-632BRP
My ISP says it is nothing to do with them, all they do is tell me to unplug/replug in my router and the usual garbage.
However my netbook which runs windows xp has no internet problems whatsoever.
I can never find any drivers for my adapter because it doesn't even have a model number on it. And the vista auto-update thing doesn't work, it just says it failed.
This is an on/off issue, i have no idea why but it just occurs randomly throughout the year and lasts weeks. I need to get it fixed because i'm hosting a big LAN party soon. My last LAN party was a failure because of this issue.
Firefox takes a shit load of performance power... I always shut it down before playing anything.
I tried using opera, firefox, google chrome, and IE. All the same problem, not to mention even if a game is maximized it slows down.
Plus i have a great computer, i can run WoW on one monitor, and play TF2 on the other both maxed settings and high fps.
It's eating your RAM and CPU, basically. (I think, at least, its what I was told)

Checked task manager, it doesn't show it.

However, my HD4850 runs at about 80C idle and 100C in game with maxed fan speed (don't tell me to turn my fans up or dust it, i dust it every week) and it sits a slot above my wireless adapter, could the heat radiating be at all possibly interfering?
Connect your notebook/netbook to the ethernet connections that run to your desktop. See if the problem's still there when on a wired connection.
Possible solution: go with XP or reinstall vista, dual-boot, whatever. You want to rule out a hardware problem.

Get some cheap case fans, like 2 or 3, and put them near your videocard, making a push-pull system.
One fan behind the card pushing air onto the card, and another fan in front of the card pulling the air out of it.
It should lower your temperatures by 15-20°.
I have a HD4890 1gb and its idling at 60° and under load it stays around 75°-80°

I think my heatsink is defective, i'm going to buy a new one this week for sure.

Still need a solution?
Try removing all network adapters (just make sure you have the vista install disk ready - or the latest driver) then restarting.
Also try disabling IPV6.
