I bought my PC at a walmart a few years ago and I'm getting tired of this Pentium CPU. I'm not exactly PC literate so I really wouldn't know what is bad or not.
My pc specs:

Right now my budget is maybe $100 - $200 but when I turn 18 my budget will be 50K.
Feel free to suggest other things I should upgrade, I just want to be able to play games with decent fps.
Wait until you get about $500 and start a new build. It will be worth it if you are patient. You can reuse the 9800GTX since it is still somewhat acceptable for that resolution.

Then I guess you can get a Q8300, but make sure your motherboard supports it.

Also 50K budget? IMO spending 50 grand on a computer would be a huge waste of money

It depends. My Gateway FX allows for a CPU upgrade. I remember that my old Dell didn't, though. You just have to check to see what the FSB and sockets are on the mobo and CPU.
