When running semi-modern games in fullscreen, card disconnects and reconnects

Well, I'm trying to run Killing Floor fullscreen. It starts up windowed, so I go to options and click fullscreen. Screen goes black, I hear the windows disconnected device and reconnected device extremely fast together, and the game crashes saying the D3D device failed. Is this a drivers problem, as games work perfectly fine in windowed, or what?

Stab in the dark but I would say the powersupply is not up to snuff, but That's with little information.
My theory: Graphics cards are sensitive devices, Going into a game fullscreen is causing the card some extra load thus requiring more power from the PSU, it can't give it what it needs so the card goes into a sort of brown-out, resetting itself thus crashing the D3D Device handler.
Again that's my initial thoughts but I need more info as n00bmuffin points out.
Very first thing I would try though is updating your drivers, could very well solve the problem.
First, try updating your drivers:

This could very well be the problem, as I was worried about my power supply from the start of ordering this card. I'll update my drivers and try again. If that's not the case then I bet this is. Recommended wattage for this card (X1650PRO AGP) is 350W, I've got a 300W. I'll have to pick up a 400W sometime.
What's the PSU's manufacturer?

Alright, I've managed to fix this problem. What I did (for people who have this problem):
I completely uninstalled every single driver known to my computer and my graphics card (e.g. everything) in safe mode. I then installed the most recent Omega drivers (in normal mode, not safe mode, but I doubt it makes a difference), restarted, and everything works now. No fullscreen crashes, but I get artifacts out the asshole when playing grid for ten minutes. Weird, I'll have to monitor my temps.

it says you should have a 350W power supply, but the card probably only draws like 75W or so, not sure. Only the other parts of your comp will actually make the graphics card not receive enough power in your situation.
