This is not going to work.

Copyright is copyright and whether we like it or not it's there for a legitimate reason. This allows smaller companies and productions to use copyrighted music without paying money they don't have. It's absolutely something that could work.
This is a direction I can see working. If the "fee" is not too much and it acts as a royalty-free licence per user of that song.
