Because I'm going for a black and blue theme for my desktop, and every time a make a .ico pic from a jpg or png it ends up all grainy and ugly

It's what I use.
Make .pngs and convert them to .ico files.

On the left is the .ico file, and on the right is the application which i chaned the picture to. It goes from perfectly fine to all grainy and shit. I can't stand it. I'm ocd like that.

In my experience, IcoFX has served its purpose pretty well. Go with IcoFX.
You can use GIMP to make them, too.
They are not the same size that's why.

There is a .dll you can get for Paint.NET than enables you to make .ico files. All you have to do is open the picture or make the picture then save it as .ico. [url=Plugin]http://www.evanolds.com/IcoCur.zip[/url]
Gif movie gear exports icon files quite well but you may have to pay for it.
