Wait, wait. You have Win Vista already? There's no pressing need to get Win 7. That should be the last thing to do.
the best proceser u can get is off an emachines prebuilt machine, that shit is future proof
but seriously, go for the dual core, there is a way to activate the other two cores to make it a quad core. Thats what I did on my build AMD Phenom II X2 550 Black Edition Callisto 3.1GHz
Unlocking is a hit or miss though. L3 cache doesn't have much of an impact on performance either so just go with the 620
Make sure you get a 64-bit version of Windows 7.
I didn't buy Vista or 7 yet. I'll get them on Friday.
