A downloaded .swf won't open in the browser, loads but just shows a white screen

Tried asking in Technical Support, but noone seemed to think they could help. I hope you will forgive me for trying in FT too:
My father asked me to help him get the following animation stored locally on his computer, so that he could show it at the university without internet access:
http://epdb.eu/eulegislation/
I quickly told him that he needed the .swf file:
http://epdb.eu/eulegislation/eulegislation.swf
I then proceeded to download it for him (using Chrome's "Save page as.." function), but whenever I try to run it locally through my browser, it just shows a glimpse of a "100 % loaded" screen, and then turns completely white. It is a flash object, but it doesn't show anything.
Can anyone tell me what I'm doing wrong? I've tried changing trusted locations and DL'ing through Firefox instead, but it didn't work. Neither did opening the file in IE or Firefox.
