Computer giving a scrambled screen when I try to install win7

My friend gave me his computer saying it was just completely full of viruses and shit and he didn't want to deal with it so he asked me to just install windows again, so I formatted the drive and started the Win 7 installation, but a couple minutes in, the whole thing just freezes on a scrambled screen that's mostly diagonal lines.

Is the computer just straight up broken? It's an older Compaq, so he doesn't really want to invest into it unless it's a very little amount otherwise he wants to just get a whole new one.

Tell him to get a new one if he has the possibility.

This used to happen with XP on a really old box, if you can, get a cheap nVidia GPU that will actually output correctly.
