I port forwarded port 23 for the sake of curiosity and i am able to telnet to my router to the login page and i removed the port forwarding but i can still connect to it, is this bad? Because i am worried a hacker could access my router.

Well it would be nice to have an explanation why i am able to connect to it using telnet, is it because im already connected to it via a wireless network? (i am a noob at this type of stuff lol)

Because i used Nmap on my ip and it says port 23 is open
