They enhanced the models, fixed the weather issues from the PC/Xbox version, higher resolution textures for the main characters, some other random things here and there.
The controls on mobile GTA ports are really good. I'm playing through Vice City and they adapted the game well for the platform.

This I will agree with, it's much easier to flip a car in III than in VC/SA.

I was playing it on my S4, and I find it impossibly hard to move around and drive so far. Hopefully I get used to it but I don't feel like I will :[
They recommend a Surface 2 or higher, and I only have a Surface RT. Sad day. :(

San Andreas has to be one of my favorite games of all time
I've tried it on my Surface RT. Runs like crap on almost any setting.
When I walked into the pizza shop my fps dropped to like 10

I play on a tablet, bigger screens really help.

I'm sure an unofficial patch will be out eventually by modders.
