Yes, it is possible... Just like you can put virtually any OS on a VHD, be it from a wim image or from an actual install.
The Windows XP Setup didn't detect the VHD, so I will install XP from a Virtual Machine.

I tried Installing XP onto a Virtual Hard Disk (VHD). Windows XP setup didn't detect it so I mounted it in a Virtual Machine as the Hard Drive and then installed XP.
